Neighborhood Watch Program Neighborhood Watch is based upon the concept of neighbors watching out for neighbors. This program has been used successfully in many cities, including San Pablo, to reduce the incidents of burlgary and drug dealing by a signifcant margin. The program's success is directly dependent upon citizen participation, and your police department is here to help get you started. If you are interested in the Neighborhood Watch Program, you can sign up to receive training on how to be a Block Captain for your street. Block Captains receive a Crime Prevention Kit from the police department and will learn how to form a Neighborhood Watch Group. This is an easy, even fun, process, that can have some very positive effects on your neighborhood. The kit includes a comprehensive book on safe neighborhoods, video tape on how to get started, and an engraving pen for use by your Neighboorhood Watch group.
