Abandoned Vehicles

The Patrol Division of the San Pablo Police Department employs two Police Services Technicians(PST)who specialize in parking enforcement. The PST enforces local and state parking laws on public property.

Reporting Your Concerns:

If you see an abandoned vehicle on public property, please call the San Pablo Police Department Abandoned Vehicle Hotline at (510) 215-3184. Your information will remain anonymous. This voicemail may also be used for general parking concerns. Please leave a message with the location, license number, description, and any observations you have made.

An abandoned vehicle may have one or more of the following characteristics:

  • Flat tires
  • Broken windows
  • Graffiti
  • Expired registration
  • Trash, debris, or cobwebs around the tires
  • Missing parts or engine
  • Appears inoperable
  • Unlocked doors
  • Body damage

In general, vehicles cannot be stored on public streets that are governed by the rules of the California Vehicle and San Pablo Municipal Codes. When a vehicle appears to be stored in the street rather than being used as a primary means of transportation, we mark it for 72 hour notice per officer observation or by citizen complaint. The California Vehicle Code Section 22651 (k) and San Pablo Municipal Code 8.16.160 state as follows: it is unlawful to park a vehicle on the street in excess of 72 hours. Vehicles must be driven one mile every 72 hours or be subject to tow at owner’s expense.

If your car has been towed, you have the right to a tow hearing. Please contact the on-duty Watch Commander at 215-3171 to schedule a hearing.
